WebAlcohol is meant to be primary source of liquid. Water is used only when no alcohol is available. I am not 100% sure, but I can imagine that dwarves gets unhappy thought when drinking water. Only exception are injured dwarves who require to be given water. This is done by other dwarves using buckets.
