So there's obviously a driver issue I need to address. I tried installing Beignet and rebooting, but that didn't fix it. Reading the other threads has me worried that lots of Linux tinkering might be necessary.

WebAug 11, 2005 · Boinc starts as user A before anyone logs in. And when user B logs in, even if he is the first, the GPU will appear as not accessible. The workaround is to stop Boinc Manager, which stops the clients (running as user A) and then restart Boinc Manager which launches clients as user B. The GPU is then accessible.
